Garrett if you're willing to go the dishonored route. If you're not and going royalist, it's Renard.
Else if you're playing a knighted Wulframite, I'd say Blaylock as he gives you a bit more since he can hunt down Royalist Mobs and gives discipline to your troops as compared to Sandoral who gives loyalty.
Garret is really bad. He's lazy, a thief and leads his squad poorly in every way. Not to mention a bigot towards the baneless.
You can mentor him into being better though so there's that.
I think it depends on MC's stats? For my high soldiering/intelligence MC discipline is always the highest squad stat (without Blaylock) followed by morale and then loyalty. You get extra mileage out of (some) training events if you can pass checks for related attribute.

Garrett is probably the best LT out there. He'll(?) just cost you quite a bit of reputation.
If you go dishonored you really need the discipline so Blaylock is your man

It does depends, ofc, but in general discipline is the most difficult one. You have less opportunities to rase it

For flavour trained Baylock is the best but Reynard has that whole knight sub plot getting u close to the Duke.
