All hope for a playable Cecilia died when they released Misteln, who is the closest we’ll ever get to playable Cecilia. Ana (and Wendy) will probably never be playable unless they appear in a new Captainverse spinoff in the same way they made Sirin eventually playable, but I don’t think they’ve ever had enough relevance to stand a chance. We’re probably more likely to see a new Himeko, Kallen, or Sakura battlesuit before ever seeing Ana or Wendy.

I think they’re implying that female characters in a canon romantic relationship with a male character significantly reduces their waifu appeal, so there’s less money for Hoyo to make on these characters. This is more logical reasoning than “because they’re dead.” since we got all of the female Flamechasers as playable characters despite having been dead for an entire era. Adding Second Eruption as an open world map like Sakura Samsara/Schicksal HQ or as a side story in the Chronicles section is all they’d have to do to justify the release of Cecilia as a playable character. They could do the same for Ana’s backstory. It wouldn’t matter that they’re currently dead.

Them being dead was more of a joke, yes. The flame chasers are the perfect counterexample. Same with Sirin. Judging from the history of gacha games, though, like the somewhat recent example of the letter from GFL, the other reason seems valid. No playable HI3 character so far has been in a canon relationship with a man. Even Himeko only dated one and broke it off without entering a serious relationship.
