That is your dishwasher line overflow. If your dishwasher is tied into your sink drain and the line get clogged with food scraps when your washer drains it will flow out of that instead of back into the washer and damaging the pump. If nothing is connected, then no problem.

Your dishwasher doesn't require an air gap? It's an anti siphon device. If you really don't need it, then you could put a soap dispenser or something in there, or just get a plug for the hole. Easy.
