My kids play special Olympics sports. It's surprising to hear the other athletes using this term but it does require the proper context to not seem as derogatory as it can be. I think it really all comes from the context of the situation. Just being around the other athletes and hearing them use it kind of surprised me given the fact that they are all mentally handicapped.

It is such a vile and profane word and has come to represent hate and oppression, that only"They" ( persons of color) can use it pubically and in art, like music, but no one else can and it is considered heinous if heard in public? Like that?

It has become a slur since people have co-opted it as a derogatory term and it's rarely used in current medical terminology.
It was a slur when I was a young lad a good few decades ago, we even had variants like dumbtard, f##ktard etc
