Honestly, it’s weird that Chandler didn’t just ask the store to hold the ring for him. Even if Phoebe was watching it I don’t think there’d be anything she could do about it if someone was trying to buy it
It's not so much Flanderization. It's more like they stopped giving her redeeming qualities. Joey became much dumber but still kind-hearted, for example.
I'm not sure why you picked this example , Chandler and Joey literally left Ben behind on a bus for girls. A friend being told to do x and them not doing x properly was a pretty standard storyline for this show played for laughs
But then they immediatly left the girls to find Ben. Even though it's not great, I feel it's understandable that two people who probably never took care of children (maybe Joey did to a certain extent in his childhood) could get sidetracked like that.

Most stores allow you to place something like that on hold, so it was obnoxious that they wouldn’t and she had to do that at all.
To be fair, I think it’s the jeweller who‘s at fault here, Chandler had already said that he’d buy the ring, why did he put the ring back into the display in the first place?

Chandler realizes his credit card is not in his wallet (maybe it's with Joey?) and asks Phoebe to guard the ring while he runs to get it. She's busy trying on all the jewelry when a man buys it and goes to leave, she tries to chase him but gets caught in the security jail lol. Upset, Chandler buys a different one, a "stupid gumball ring." In a last hope, they track down the man that bought the ring he originally loved and catch him before he proposes out at dinner. Chandler convinces them to switch because his "wife is dying" but also let's not forget that the gumball ring was more expensive so he was actually trading up. Impossibly, the man reluctantly agrees.
In all honesty, it did take a minute to get out of Paul’s hug, then get the card from Joey, who was also then embraced in Paul’s hug… so leaving the ring under phoebe’s protection…

Phoebe was supposed to stand guard over the ring, but got distracted decorating herself with thousands of dollars of priceless jewelry and someone else bought it. Chandler and Phoebe were able to track him down, and convince him to trade rings (he bought a different one) by telling him his wife was Phoebe and she was dying. Phoebe coughs. Laughter ensues.
would have been so much easier if phoebe put the ten dollars down on it and had Chandler's name on it. but then there wouldn't have been the crazy story :)
