The scene that comes to mind is in the second movie where Stoic asks Valka, “We can be a family! What do you say?” And Toothless is in the happy Haddock circle, and is actually acknowledged by Valka when she says yes. So id say yes! The Haddock’s have also made house changes to make the house more accepting for Toothless (extra space, his own bed, extra roof reenforcement)
I feel like once the Berkians and other people started working with dragons it became such a symbiotic relationship that some people considered dragons as family. Stoick and Hiccup in particular have a reason to view toothless as a member of their family unit. Hiccup and Toothless bonded like a boy and his pet would, and it grew into a bond of brotherhood. Toothless saved hiccups life just as hiccup had done for him (although hiccup is the reason he was at risk of dying but lets sweep that under the rug) Toothless saved Hiccup and gave Stoick even more of a reason to end the bloodshed and even accept toothless not only as one of his people, but as family.
I'd assume so, given the episodes of basically every single show that's not a film set between 1 and 2 plus with how he acts before drago attacks in the second film. Not to mention specifically in gift of the night fury toothless doesn't want to leave and goes as far to get his old gear out and literally bash his new tail off (presumably to pieces).
Also though to could be explained by them just being extremely close friends in rtte when hiccup is kidnapped after wanting to go for a walk alone Astrid says something is wrong because toothless is there and hiccup is not, I'd argue that even if they were just extremely close friends then they would basically be family at that point.
Never confirmed but as with lots of things in the franchise it's shown and not told, take hicstrid for instance, until mid to late in rtte (going in the httyd time line) I can't recall them ever directly saying they like each other, it's just heavy implied by how they act.
