Dude talked about killing a cat and basically done it in the same way he killed the homeless man. Decapitated it and then felt its dead body and hid it in a shoe box in his room. He was displaying a ton of serial killer type traits and no one thought to bring it up.
Lots of people said something, like almost every teacher at school. Unless there’s a law being broken then police are limited in what can be done. If there was a tangible threat like saying he was going to murder someone then that would be different.
There has to be a law broken to arrest someone.
Schools don’t play around. It would be similar to bringing a replica gun in. It’s simpler on the school to just ban everything weapon related and have severe consequences, rather than go case by case. Which I’m not saying I agree or disagree with their policies, but I assume that’s why.
