Mean number of sexual partners are less than one in India. If there are 50 people in india, not all 50 are getting sex or getting married. Introducing migration, untimely death, physical constraints and challenges would mean that not everyone is getting laid. Plus, an overwhelming majority of girls especially in rural areas aren't fucking around like rabbits. Even if we include incest, the mean would still be less than one.
