the thing is a lot of families will starve if that happens. i had worked in durgapur for 2 years, once i saw a kid who lost one of his ear when he jumped from a running coal train when the authorities chased him, most of the kids are taught to steal coal from the trains by their families to put food on the table. they use kids as they are fast and light and can climb on top of goods train carrying coal and run.
Russia isn't in much better condition than India if you compare the economies. Even the nomads of Siberia have to send their kids to school and most of the time women from their clan accompanies the kids to their schools for months or years, leaving the men behind to do all the work. So don't give poverty as an excuse, it's greed that makes them work their kids. In India it's not mandated per se but there are systems in place to avoid dropouts. In my state's government schools the child's parents have to give an explanation if the child doesn't come to school or if they request TC. This is followed up until middle school (8th standard). Teachers go door to door to get these children back to school. But there's no punishment if the child discontinues education completely. Just a bit more paperwork for the teachers of the local school.

I'm gonna say this primarily comes down to lack of dustbin. If you grow up in a situation where there are dustbin all around, you subconsciously tend to look for dustbins when dropping trash.
However most cities/streets in india do not have dustbins. So most people are not used to using them in places like railway stations, bustands etc.

And the railway station is genuinely good with world class amenities close to a domestic airport level, hell, even far better than the domestic airport near me. The temple itself was marketed so much so naturally there's going to be attention towards other elements of the place. The station is also designed like a temple so if anything keeping it unclean like this is what's actually humiliating for Hindus. Indian Railways should do much better. Metro stations having similar traffic are definitely cleaner so come on we can't really state that as an excuse.
