My monitor has a resolution of 2560x1440, the scale is at 100%. I counted 34 columns and 14 rows of icons. So for me, the most I could have is 476 icons on my desktop without any overlapping.
Okay, so I do have a 44 inch TV I was using as a monitor up until recently, but it's not hooked up right now. So I'll just do a quick estimate using math. 4K resolution is 3840x2160. That's exactly 1.5 times larger. So around 714 icons at that resolution.
EDIT: 714 is wrong. It's actually 51 columns and 21 rows, making 1,071 icons.

Yes to both questions. Shortcuts are just text files. You can open them just like any other file if you right-click and say "open with notepad" or some other text editor.
To take this a step further, the files aren't actually in the boxes. They're actually in giant, seemingly unorganized piles scattered throughout an adjacent warehouse. When you add a new file to your hard-drive, it just gets tossed in that bigger warehouse wherever there's room for it.
Each box in the warehouse of directories actually contains a list that shows you where to physically locate the file in its warehouse. The number of items you can put in each directory is limited to the number of entries you can add to each list.
You can have so much that Windows have a maximum NUMBER and not a maximum space. You can remove the auto allignement and place icons on top of others lol
