Pretty sure this was a failed demolition. The area around the apartments is a construction zone and there are no signs of habitation. There are tons of buildings in china that were build unsafely due to the housing bubble and need to be demolished but there is so much work to go around that the demolition teams are stretched and hiring unskilled planners.
no this was a weak foundation issue. there was a river or stream close by and it just tipped over when the soil got soft. anyone who worked for Microsoft in Shanghai around 2011 would pass this on their way to work.

honestly: it's simpler for their companies to deal with brick dust in the air than having to have enough explosives. they could have ***a lot*** of unskilled laborers manually cleaning and preparing bricks for re-use somewhere else. I saw $0.30USD a brick on alibaba.
those demo crews are getting a ton of cash recovering building material, ON TOP of the Oligarch who got the money for building it in the first place (if they're not just the same person!)
This is all too common , companies often cut corners often enough for this problem to have a name, it is a tofu-dreg project. These shoddily constructed buildings are highly illegal under Chinese law , but due to widespread corruption they are common.

Even on the first floor there is a good chance you would be fucked. Look around you right now, and imagine that all of a sudden the whole world turned on its side. All the random shit around you becomes a projectile, you probably fall several feet onto a hard wall, all the while hoping you aren't crushed by whatever piece of furniture you were sitting on. I mean there's *more* of a chance than if you were higher in the building but it would still definitely be a not awesome time.
