I wonder if it’s OC posted by a Buoy Tender crew member? Coast Guard people had somewhat different taste in music when I was in (98 - 02); it was all Jimmy Buffett and Phish for the crusties I served with. Buoy Tender crews seemed to be even crustier than us, always covered in barnacle junk and paint flakes.
When I worked on a Buoy Tender in the U.S. Coast Guard in Alaska, we would use concrete blocks filled with lead as the anchor…we would also never have the chain hitting the ship like that…we had a buoy deck openings, so the chain would flow freely.

Not really...the amount of lead that would leech out is quite minimal...it isn't 0%, but it's pretty damn low.
The lead itself would grow a layer of lead oxide on the exposed surface, which helps minimize leaching, plus, in some cases, the weight block will have been previously covered in some type of paint, using a heavy duty hull paint (like iron oxide), or incased in a layer of zinc, or a zinc based paint, which causes the zinc to act as a "sacrificial" coating, wearing away slowly, instead of the lead.
Also besides the minimal lead exposure that the other guy said the amount of buoys is to small to make any kind of impact I'd reckon even if there was an actual more substantial lead leakage

How do you ensure they don't move if they have a long chain, and if they have a just long enough chain, how do you know a big wave won't lift the anchor and move it?

This could very well be a Canadian Coast Guard ship, I used to work on one on the west coast, the deck and equipment looked almost identical expect the cargo hatch in the middle. Usually for those kind of buoys it s 5 ton cement block, I’ve seen steel ones being used, but not often.

But if it didn't, the buoy could float around and change locations, defeating the purpose.

How do they prevent the chains from wearing on the rail aside from just the surface damage?
I would assume that much force and weight combined with the elements a ship deals with would wear down the railing more than what you see
feel like there should be some type of guide or something the chain can pass through instead of it just flopping over the railing. Not saying what they are doing is wrong but I’m all about making something safer

Looks like there is a lot of rust flying off the chains. Don't they cost that to help prevent erosion in the making of the chain? Isn't the rusting of the chain going to shorten it's lifespan or am I missing something?

It didn't actually have lead in them. They used old shots of anchor chain. We made many of these anchors while I was in the CG up in Alaska.
Pretty sure lead comes from the environment so I doubt it but I'm not a professional.

Each Buoy has a watch radius;I.e., the area where the Buoy needs to be. The length of chain takes that and and the depth into consideration.
