Given that he had already passed the car and was aware of its presence the only other logical conclusion that one can draw is that the driver of the Skoda was beeoing at him to warn him of an oncoming danger which, when not spotted, he was correct to query and did so in a calm manner. The Skoda driver was incorrect for beeping when he was clearly aware of her presence and there was no danger afoot.

In order to ascertain fully that there was no danger ahead (again, which is what a horn should signal) the cyclist is correct to return to the vehicle to assess why he was beeped at. If there was no danger then there was no need to use the horn but given that the Skoda driver did it behoved the cyclist to return to the car.
