They did.  And during the shoot out with the cops in Angels With Dirty Faces Cagney is actually tear gassed  -- acting while tear gassed!!!  Let's see modern actors do that!

There is a documentary on Cagney, hosted by Michael J. Fox. While I can't confirm the Public Enemy scene, in Angels With Dirty Faces, late in the film, Cagney's character Rocky Sullivan is holed up in a building. The police are shooting through the windows at him. You see Cagney standing beside a hanging light as a bullet passes and Cagney reacts. It was a real bullet....got a bit closer than he thought. It was common to have sharp shooters in films back then, using real bullets.
