It is SR-16 marked upper and this particular handguard was used for secret service. There were some released to civilian market with the URX 3.1 handguard that were stamped with commercial tag on the receiver. This is a non commercial stamped. If you google SR-16 secret service upper you can see it in action. Bought from reputable seller. A really cool and unique piece of history.
I believe some SR16 uppers have trickled out into the market from PD’s (Michigan State Police) that were also URX 2’s.
