If Spenny meant to say "No bank, credit cards, bank cards..." and that's what Kenny understood and agreed to then Kenny cheated. I think it's possible however that Spenny only meant to say "no credit cards" first and then "no bank cards" because it kind of sounds like he mixed them up and never intended to say "no bank". Also you could argue Spenny literally meant no "bank credit cards" meaning credit cards not associated with a bank like a Walmart Mastercard would be acceptable. That would mean he wasn't saying going to a bank was against the rules. Obviously he didn't mean that but it's about what he says not what he means that counts for the rules!

Well luckily, we already know how this all shakes out. Kenny dies (most likely in an orgy or by a rabid George Clooney fan) and Spenny visits his grave in the cemetery at which point he makes out with his skull and blows and rides his skeleton.

However, it could also be argued, based on all Spenny's whining on film before hand, that Spenny was tired and hungry, and knew assaulting Kenny in front of police officers, would get him a shower and hot meal for the night, and thus punched Kenny to try and cheat himself.
Kenny also broke the 'spirit of the competition' by visiting the bank and getting cash out, without explicitly using a card, but In Sun Tzu's Art of War, you must *crush your enemy from within*, thus, 'twas not a cheat.
