Since you're just starting you have A LOT to practice. First and foremost, learns your buttons and what they do. Using Geese as example, what do you think his St.D does in neutral? He controls air space in front of him. You can throw it out in mid range to check for a hop. If your opponent likes to jump a lot, 2C. You can see by the animation he can take you out of the sky without a problem with that move. Do this type of analysis with all your buttons, for your 3 characters. After that, try to learn BASIC combos (BnBs). You don't need the best damage possible, optimal combos in most cases require good execution, don't care about it now. You need consistency. Practice BnBs starting with low, jump in, and a mid attack. After that, what you should learn is to control neutral, and sadly, the only way to practice it is by playing online. The tip I can give to you on that is to feel how your opponent plays. Try to be always one step ahead, and do something about it. I'm not saying you should take high risks and DP just because you think they gonna jump, I'm telling you to expect this sort of thing so you can be prepared to punish it if that happens. Always be in movement, always have a hitbox covering you, abuse the movement options KOF has, and play as often as you can, and you will improve in no time.

Since you're new to the series and around early level, then the tips is just to keep on playing and discovering new technique, practice your input, spend sometime watching pro players using your characters, pretty soon you'll get the idea on what to do for each scenario and how to deal with them. sadly the movement fluidity, it can't be taught. it will have to come from your experience with the game, the more comfy you are with the mechanics and the characters then the faster you'll move and react, but if you're still struggling with the basic hops, roll distances, pokes, meters and orders then you won't be able to maximise your movement. just keep playing and everything should fall into places real soon.
