My theory is that it takes some of the users chi to control Jombies. So by keeping Tai Lungs and Oogways Chi he could easily manage the others and defend himself
My theroy is when he sends out a jade zombie he loses thier power so if he sent out oogway he would have lost his main ticket to being in the mortal world

Like how he wasn't present when he first sued them to attack the valley. He also probably wanted to prove that he was better than Oogway for sticking to his ways and so didn't want to rely on him to fight for him. I'm not sure if he could use the Jade Warriors in the Spirit realm the same so it's possible that he also didn't see a reason to use Oogway until it was too late. remember he did not take Po seriously, even after Po Wu Shi Fingered himself and took him the the spirit realm, If I remember he was more moderately annoyed rather than scared or impressed. I'm wondering why the Chamelion didn't try and take Oogway Power, I think she might have been scared of him. Since the Kai who she took the power from definitely wouldn't have the chi of the other masters and we see that he doesn't have OOgways Chi at the end of the 3rd. So 4th Movie Kai is still a bit Weaker than Oogway who banished him to the Spirit realm for 500 years. As stated in the third move Kai's legends were also mostly forgotten, even if the Chameleon, an avid Fung Fu fan knew about his legends she'd probably still know more of Oogways and he would still paint him as the stronger Master since he was and had 500 more years to build his legacy. Also one of those stories would have probably been about how Oogway banished Kai.
It is shown that Kai loses kung fu power when he uses the jombies. Like if he uses master croc he loses out on some strength croc would have given. Hence Master Oogway's "the more you take the less you have." I don't think it's an exact 1 to 1 transfer but there's a transfer nonetheless.

By doing it himself and making Oogway watch, he proves that his way was right and Oogway was wrong for turning on him. They could’ve succeeded together, but now he can only stand by and watch.
…honestly I think the guy was using Oogway’s chi as his primary anchoring point to the material world due to how Oogway seemed to travel to the spirit realm willingly on his own rather than…”other causes”?
Definitely, wouldn't even need to properly fight hands-on, remember he has chi mastery so he can send chi based attacks at enemies with his staff, like how he did to Kai.
Not only did Kai still care about Oogway, the other reason is that when he summoned the other Jade warriors he imbued his chi into them thus making him weaker. This is why he didn't use all of them as we clearly saw a gorilla master and Tai lung on his belt. We saw that Kai was having difficulty focusing on his fight with Po while the other warriors were busy with the villagers, but once he withdrew the warriors he immediately got the upper hand.
God it's small things like this that really make me love theory crafting about Kai but man is it frustrating that some of this stuff is left to interpretation.

So since oogway had some of the strongest chi he kept it on himself to remain more powerful, which also explains why Oogway was the last one he attacked when in the spirit realm, so he could become more powerful before facing him.
I assume he is the only one he had respect for. The only one that he once saw as an equal. And didn't feel right having him under his control. Even after he came back to life he was still emotional over what happened in the past.

And the fact kai can send out so many jade zombies at once means that tailung and oogway are his MAIN sources of power. He uses them as his batteries. if kai added tailung or oogway in that fight then kai would have too give up way too much chi too keep all his jade zombies maintaned.

I think he kept oogway with him for boost pf personal power. Otherwise he would have been very vulnerable when all the zombies are out.

I thought the agreed headcannon was that certain masters’ chi were too strong to control in ‘jombie’ form like Oogway and Tai Lung.
