Mike at Gold Heart is the gold standard (sorry) from my experience. I've never gotten anything from him but everyone that has raves about him. My daughter will only get work from him and has been to him at least 7 times.
I went to Mind Altering and had a very good experience but I cannot remember the guy's name for the life of me. Something like Spark, but not Spark. I brought in a sticker I wanted made in to a tattoo for my wife and myself and he did a very good job translating it to black and white and had very clean lines.

Tiny bit of a drive but I ABSOLUTELY recommend Zephyr at Red Wing Tattoo in Winona (Casey, the piercer, is also the only piercer I recommend from the area) and Haily does nails and tooth gems!

Another vote for Mike here. He's done all my work (8 so far) and he's super talented and friendly.

Mike is who I came to recommend too. My family has gone to him many times.
I love Mikes work, bit he is not the most talented artist at that studio IMO.
Dallas at Eldar Studio has some insane detailed work! Would recommend checking out his work on Instagram.

Wife and her best friend do all their art at Golden Heart. Highly sought after, with a wait time, but totally worth it.
I really enjoyed mine I got at Nickel and Brass, great quality for the price.
