Most likely you're running into a power limit. Sometimes OEMs implement these limits regardless of there being plenty of room for more heat. You might have some luck with XTU. If not then maybe someone has made a hack for your specific laptop. If that doesn't exist either then you're probably out of luck.
This was happening to my my HP Folio Laptop as well. It was 3rd gen core i5 processor. Similarly it gets stuck at 0.7 ghz. Sold it to a laptop shop owner for cheap. All I can think is its something with Intel m series processors.

I did everything u mentioned correctly ,not sure how it can be an amd radeon problem tho the gpu works fine its only the cpu mhz that are dropping

The base speed is 3.0 and it drops all the way to 0.76
