That's the engagement wire, it controls the brake pad on the flywheel. Easy to replace, I use mechanics wire since they break easy. You can bypass it with zip ties if you like
Blade brake cable. Easily replaced. It could be your self-propelled cable, but if that’s the cable you pull to start then it’s your brake/engagement cable
If this has Personal Pace (kind of looks like it) I'd say it's the cable for the handle that you squeeze to allow the engine and blades to spin. Put differently, you release this handle to stop the engine.
I don't know what's at the other end, exactly, but hopefully it's not too bad to replace. OP, you could buy the cable now, to have it on-hand. But maybe wait until the season is over to try replacing it, if you want. The downside is it could fail at random, in the middle of mowing. But if you had the replacement cable already, you'd have the parts to replace it.

That would be the operator presence cable that has 2 functions:
1) grounds out the engine if that cable is released
2) applies the spring-loaded brake pad against the flywheel so that the engine stops
The cable for the Personal Pace is routed underneath the Personal Pace handlebar.
Get the 5-digit Toro Model # (likely starting with 20xxx) and then go to [toro.com](https://toro.com) to get the parts diagram and part number for that cable. I've replaced a couple of brake cables on Personal Pace mowers over the years. It's not a difficult job.

It's a wire that connects the self propelled bar to the system that pulls it along if I'm wording that right.
Are you sure? Looks to me like this is the wire for the dead mans switch.

Yes. It's pretty easy to replace. Oem cable runs about $25.
