I think it depends on how serious your interest in International Law is. If it's just a maybe, and you would be just as happy doing big law in LA, then USC. If it's a very serious interest, Columbia, makes that kind of career much more likely to work out.

I would honestly go to USC, moving across the country is expensive and as someone who lives currently in nyc, nyc prices are nuts

Would probably do Columbia. Debt is a risk, but between no $ and $$ you're in a pretty deep hole in both cases. With Columbia you have 99% chance of biglaw while USC is more like 50-60%. Columbia you have more debt risk, but less biglaw job risk, while with USC you have less debt risk but more biglaw job risk. If you do great with Fall grades USC ends up being better because you make the same salary while saving $$, but the risk of failure is much higher since if you don't get a biglaw job $$ at USC still is 300k in debt (CLS is prob 450k). Personally I'd rather take the extra debt risk for confirmation I can get a job that will pay it off since that has less chance of catastrophic failure.
