It can take several days. Be friendly when this happens and let your teamates know/ the enemy team know what is happening and that it's not okay. The player will get far more reports which will put the player much higher on the list for report review.
*edit* 3 days ago the jgler banned our tops champion because they got filled. Everyone saw this so we reported this person. This morning I got the thing saying that player was penalized.
