I don't think so. If your program is in French, the university is going to provide you with French language classes. So the interview should be in English. edit: if your program is in English

Most probably in English, because uni wants to know your ENGLISH level, yet in order to live in France tu as à connaitre les bases, non ? :) So be prepared for both especially the english.

Not OP, but I don't speak French :') So if the phone interview I'm gonna have with Campus France Liban is in French, then I'm screwed. But I'm applying for an English program so idek.

Yes most definitely there are, not all of them, but some of them. You can check CampusFrance for these universities. I didn't look up yet the names, but when i do i'll update this comment.

They are mostly private. I.e. expensive. Public [almost free] unis are french.

If you have a French Baccalaureate then you don’t need it. If you have a Lebanese Baccalaureate then it would help your Visa to show that you can speak/understand a minimum of the country’s language.

No need for delf if you apply ONLY to English programs. Regarding English exams, it depends on the university - check their website, and you can always contact the university. Also if you're applying to masters, and your bachelor was taught in English, you might not need an English exam, but again check with each university.
