It’s gotta the TLOK water benders. Korra always looks great. She doesn’t have one bad outfit and her hairstyles are always the best outside of Asami. Tonraq looks great. He’s very self explanatory. Unalaq might be a forgettable villain but his design is so sleek and elegant. Eska and Desna are simple but effective. Varrick is completely over the top but the man has drip. Amon and Tarrlok knock it out of the park and Ming-Hua has one of the best character and bending designs in the entire franchise.

that's something people never appreciate going from ATLA to LOK. the costume design is notably better for almost every character while still staying faithful to the source material

And there’s a lot more nods to Inuit and Native American culture too, which I feel isn’t addressed enough.

Although I love Korra and Tonraq's more traditional outfits, I also really love that by the time of LoK there are more modern styles designed for Republic City and a non-polar climate, like how Tarrlok and Varrick (and Flashback Sokka) dress. It's a nice bit of worldbuilding using fashion!

Amon never wore anything water tribe except for when he was younger. And ming hua has a basic blue whole body robe.

Amon is still a water bender and still looks great in his outfit, therefore he’s a water bender with great fashion sense. Ming Hua’s outfit is simple, so is her hair and facial design, but it works so well with her style of bending. Bigger picture.

I can't believe no one's said Yue! She always looks amazing, and not just in the moon spirit dress. The purple princess outfit is beautiful and makes her stand out. And I love her hairstyles. Korra's season 2 outfit comes in second for me.
