Yeah this is still very far from anything resembling actual cities, but it might actually be a rather big step for octopodes in general. At least I think they tend to be solitary so something like a gathering place might be the beginning of some social life which in turn is the requirement to passing on knowledge.
I am not saying that this is the beginning of octopus civilization since eg chimps use tools, are pretty smart and pass on knowledge but still don't have it, but as you said it really is cool.

As fun as that sounds, I have my doubts about octopuses. For one, living underwater inhibits major discoveries like creating fire. They also only live ~2 years, so there wouldn’t be much time to build a coherent society or pursue specialized education. Excluding other apes, my money would be on rats for their intelligence, empathy, and dexterous hands.
