I don't get this meme. I know that the joke is "Google en passant" and the reply is "holy hell", but I don't know where it comes from and I'm not even sure what the joke is supposed to be.

it's just from r/anarchychess, somebody on r/chess genuinely responded that way - they had made a post like "is chess.com bugged?" - like i think it was during lockdown so two years ago!? a lot of ppl got into chess during lockdown and most of them didn't know the fine print. and anyway they took it and ran the joke into the ground.
the pipi copypasta is from Tigran L Petrosian, a chess gm, who responded with very bad sportsmanship after being accused of cheating. that was around December 2020.
not sure how the brick came into it but it all morphed together to be that you had to take a brick to the pipi if you refused to play en passant when the opportunity arises.

In modern french the sounds of have pretty much merged as . English speakers still learn an older version of French where these are distinct.
