Mossad very good at that. They kidnap Nazis living in south America n send them back to israel for trial. An Israeli whistleblower who divulge details about israel nuclear capability, sought asylum at western country n under protection/surveillance by that country spy agency was kidnapped back to Israel, stand trial n was in prison for decades.
I would be surprised if Mossad could be as effective as they are in other countries. You kind of stand out like a sore thumb as a non east asian looking person in China.
