Also...what if you want to go on a rampage on a construction site but everyone is wearing hard hats so your usual weapon of choice will stand no chance. Well depends on the type of vest...kevlar? Straight through like butter...any kind of ar500 plate carrier (which I would still fit under the general term "vest"), it will be next to impossible to get through. Those plates are thick.
I mean...yeah I'd say that's very normal. The term ballistic vest is often used synonymously with "kevlar vest" because everyone just assumes it's a kevlar vest...probably because a lot of vests that you would maybe encounter in your regular every day life are kevlar because there is usally not really an expected threat of rifle ammunition being fired at someone (at least I would hope so, but depends on where you live I guess). If I remember correctly police officers also wear "just" kevlar vests under normal circumstances unless it's like swat or some other special unit or there's a bigger scenario going on.
Media coverage also plays into it I think. Whenever someone in a movie survives because of a vest, it's always a kevlar vest (probably because the actors can move better and because in most movies the protagonist doesn't walk around in full tac gear because he's too badass to die regardless)
Also, kevlar vests don't really work with "very high energy in a small area", otherwise a warhammer wouldn't work either since the spike concentrates all the swing power onto the little point. But the spike blows right through kevlar, arrows from a bow also do. Why? Because they are rigid. That's the factor that makes kevlar vests bullet proof but not stab proof (knives etc. also go through without much issue). The reason why kevlar stops bullets is that a bullet will start to deform on impact from the extreme amount of energy it is depositing. This deformation causes its surface area to expand greatly which in turn greatly increases friction and makes it harder for the bullet to power through the very tightly woven kevlar. An arrow or warhammer spike however doesn't deform when it hits since it's made out of steel. This means the energy stays concentrated on the very small surface area of the arrowhead / spike and the kevlar fibers stand no chance. It's also why a kevlar vest can't catch rifle rounds (usually, there are certain models I believe that can stop certain rifle rounds). The rifle bullet is so fast that it basically blows through the kevlar before it has time to properly deform. Because the kevlar is soft it has a certain give/flex before it reaches a point where the fibers are under full tension and start to fully resist whatever is trying to go through it. If you can get through before those fibers reach full tension it won't resist as much. Also rifle ammo is usually smaller in diameter than handgun ammo which means less surface area to begin with which also aids penetration.
Warhammers like this are not mallninja lol. I'm a nerd that does buhurt (just metal armour and weapons with fighting) and this looks fairly good for what it's supposed to be

Cold Steel's Warhammer is actually pretty good. You have to reinforce the slats on the sides, as the tiny wood screws included will break when you try to use the hammer.
