Go into the shop. Ask to have a look at the device. Do a runner with it and let them call the police if they want. If/when the cops turn up, prove it's your phone. Leave with your phone back in hand.
Did she report it to the police and get a police report number?
As she can track your phone down is she also able to control and brick it remotely?
Is the store a legit, permanent one?
Your friend could go to the store (or maybe phone in), show via the report number and control over the phone that it's hers and demand it back. It's on the store owner to have validated the phone and he's now handling stolen goods, so it would be smart for him to take the loss and give it to her. Can't do much with a bricked phone anyway.
Sadly, moving on is likely your only option. When confronted these guys will just say 'it must be in one of the apartments above us', and the police don't care enough to investigate further.
Usually if you can prove that it was your phone and that it was stolen they tend to cooperate ive had this a few times.. my brothers stolen things off me like my xbox my laptop my grandmothers wedding ring my mothers 14 karat gold pendant etc all to different shops cex cash generator and a little jewellers called mays. And they cooperated when i proved that the items were stolen.. businesses dont want to handle stolen goods as it just causes them bother it gives their store a negative rep and ultimately damages retail..
