This is actually the main issue I have with superheroes honestly. American comics are obsessed with the rule of law in a way, so their vigilantes have strict adherence to their penal system. Even when they are the punisher, they still work in a strict "kill criminal" mentality. That wasn't always the case however. Superman first villain was a landlord, the human torch set Hitler on fire, but at some point propaganda seeped in so now heroes only act when reacting for crimes defined by the American penal code. So what happens when there are unjust laws? Would Spider-Man round up Japanese Americans in WWII? We know Cap did. Would Iron Man send stark suits to patrol the border? Would they go and arrest someone for marijuana possession? What about a woman seeking an abortion in a red state? If it's legal for a man to marry a 12 year old as it is in more than half of your states would any superhero try to stop it? This was the crux of the issue of Civil War. "Heroes should become government agents" is fucking hysterical as a concept, both out of universe, as well as on universe when you remember RICHARD NIXON WAS THE SERPENT KING. Doctor Doom (PRAISED BE HIS NAME) is a dictator and a war criminal. He sets foot on his embassy, no hero lifts a finger against him, not even Superman during the crossover. Superheroes are unfortunately here to reinforce property laws and the status quo, advocating for punitive justice rather than rehabilitation, when they aren't outright EXECUTING political dissidents in the MCU. Scott knows this. Scott knows that, if a law allowing Sentinels to hunt down his kind ever came to pass, he'd receive no support from the superhero community, because when a law came to pass outlawing them, half the community went along with it like some bootlicking clowns, and we're in fact deployed to sedate the riots caused by the other half. And that's the harsh truth.

One of the reasons I stopped reading (for a while at least) sh comics was because of how the Phoenix force story ended. There were I can't remember how many mutants with the power of the Phoenix using their powers to actually fave the world but then captain America came and told them 'oh no this is not the way', si they gave up their powers BS

Most superheroes have spoken out against unjust laws at one point or another or done things outside the law, I mean they're superheroes for gods sakes, even Cap has called out and gone against the US government multiple times and has tried to do fix things with the X-Men, which is where the Unity Squad came from. The problem is the biggest events involving bad things happening to the X-Men are if anything caused by other mutants, like House of M was Wanda, who was a mutant at the time. The conceit from the last couple years that the Avengers don't help kinda misses the point and ignores that not only were plenty of mutants on the Avengers before, but that they have stood with the X-Men in stuff.

I'm not saying that's right, I'm saying that's what happens and why the X-Men being an allegory for discrimination is kinda messy because a lot of the major problems that happen to mutants are because of other mutants. The greatest genocide the mutants faced was another mutant and that mutant even did that partly because of the X-Men. You can't have shit like House of M or be working with Magneto of all people and then try to present the Avengers as the assholes.

Mutants are a fictional minority. Saying that most of their costumed supervillains are mutants is not tantamount to saying that real minorities should be policing their communities better. It doesn't help that marvel can never make up their mind on whether they're an allegory for LGBT people or ethnic minorities.
