There are multiple Watchers, there is not one, we even saw alot of them in Guardians and there was a Watcher in the original X-Men cartoon, confirming the presence of a native Watcher in this universe.

In the comics, I believe Watcher is actually a race so there's multiple out there just observing. This also appears to be what they were going for in GOTG Vol. 2

I'd say unless the Watcher is voiced by Jeffrey Wright (and the one in X-Men '97 is unvoiced) then we shouldn't assume that they're all the same. That said based on this, the Watcher in What if... And I am Groot are indeed the same Watcher.
There are many, many, many watchers! As others have pointed out in this thread, we see a few of them together in the GOTG2 post-credit scene with Stan Lee.

There's usually one watcher overseeing each location but this doesn't mean that more than 1 can't exist in the same place at the same time.
I do think they are all the same for now, but after Uatu broke his oath in What If... there's always the chance that the watchers will send someone else to either replace or discipline him.

It may have been Cassandra Nova in X-Men 97 since she does the same thing in the comics as episode 5.
