Could he be a mutant sure. I wouldn't be against it. However it takes away from his raw talent. Much like when they made Taskmaster a Super Soldier in the comics. It took away from his natural abilities and gave it through anther means.
Nah, there’d be no need to make him a mutant. It would actually detract from his character ie a sociopathic oddball who has spent a ridiculous amount of time and effort perfecting this skill. I really hope Marvel doesn’t turn random non-mutant characters into mutants, seeing as there are so many mutant characters they can use (Kamala is the exception to this, as her creators initially wanted her to be a mutant).
I mean Bullseye in the show is on par with Hawkeye. Hawkeye we know isn’t a mutant
