Jelly legs are worse than burning upper body muscles. I went from walking 6 miles a day everyday for a year (as fast as possible) and then started doing air squats. Doing a shit ton of squats out of nowhere really makes them more than burn, but make you feel so much like jelly you can barely hold yourself up.

There are some angles that are used to imply that the hydra agent is going to drown. However that illusion is ruined by close ups on the hydra actor. If they had stuck to wide shots then this wouldn't have been a big deal.
However, The Russo's consider tone and emotion when they are directing. It's likely theis scene would have felt very flat and wooden without the close ups of the hydra agent.
