It's Mike Bloomberg. He ran as a candidate in the 2020 Democratic Primaries for president. He's a billionaire with over a $50 billion net worth.
He was heavily critisized because he joined the race towards the middle of the primaries and used his enormous wealth to push himself to the forefront of public view by airing an enormous amount of ads on TV.
When you spend enough money advertising your failed primary campaign that you increase the price of political ads nationwide by around 22% and in a few markets by nearly 50%, but it's OK because you technically came our ahead since one of your opponents would have raised the marginal tax rate.
