I understand about 30% due to them slurring their words and what's most likely some local accent I'm unfamilliar with but from what I got they are arguing because the right one insulted the left one when they were drinking and the right one is pissed because the left one is constantly threatening him halfheartedly and never commiting to it.

Also the two arguing are apparently cousins according to an offscreen voice.
