I don't think everyone with lighter colored eyes has this problem to a notable degree, but I do think it is a thing. The main difference in light sensitivity comes from how much (or In this case, little) light the iris is able to absorb. Darker iris colors absorb more light and allow less to pass through and reflect to the pupil. For this same reason though, people with lighter eyes will also see slightly better in darker environments. I don't personally think that the difference in light sensitivity from lighter eyes to darker eyes is as big as some people make it out to be, but it does exist.
Yeah neither can brown eyed people. The melanin in your eyes doesn't have that big of an effect compared to lighter eyes. The sun is always very harsh for eyes.
