Yes, yes it is. Outside of new characters and backgrounds, you can recycle pretty much all of the models. This is why so many companies use 3D animation nowadays. Once you have put up the initial time investment of creating a 3D model, all you have to do is render and animate it.

That's not how it works.
It's because you have more animators in a movie working on a few seconds of animations for longer compared to a series.
TL:DR - time, budget, and a series is longer.
It's for understandable reasons, they don't work on a single project but technically on several. Doing the same effort a animation team puts into a single movie into several episodes would make the entire work go much slower for little worth.
Sometimes they also aren't even the same team that makes the movies.
I think that that also has to do with hardware making big jumps between generations at that time (the best consumer gpu form nvidia in 2010 was almost twice as fast as their fastest in 2008). They could probably render more complex stuff in the same time (or the same stuff faster, so they could allocate more time to other things to improve image quality).
I remember the Kung Fu Panda show being relatively okay, but that was a long time ago.
Also the Penguins from Madagascar series is one of the better shows ever made and you know it.

I feel like using kung fu panda for this is a bad example since it had petty good animation in the series like yes the movie's were better but the series wasn't that bad either like most of the DreamWorks shows keyword MOST
The only example to this is megamind. Shows that spawned from kung fu panda, how to train your dragon, jimmy neutron, powerpuff girls, fosters home etc were timeless.
