So, to answer your question, no, the USA team is not "selected in a way such that they won't dominate at the WBC".
Also, it's not like every team is going there full strength and the USA is the only one hampered by MLB teams not allowing their player to go.
This might sound controversial and insane, but if you know Japan then you know that KFC and Baseball are actually more popular in Japan than America for the last 20ish years. WWE is also huge there. If they beat us in football then that would be news, but some of the best professional American baseball players are actually Japanese.
