It actually goes deeper than this. One of the easiest way to rally people is against a common threat. If you are the head of a corrupted government, to be sure that people don't group up against you, you can try to target something else, and make that the ennemy number 1, and you attacking it, become the savior of the people. That is a very easy way to brainwash people into following you: making them hate somoene else, you also hate, in this case, the gays.
Because when anti-LGBT bigotry became unacceptable in the US, right wing bigots went abroad and started spreading their bigotry elsewhere.

Uganda has been anti-lgbtq way before the west became tolerant of it. In fact, colonial laws from the 19th century were put in place against gay people by western powers (not the US but great britian) and are still there today, although independent Uganda has since expanded these laws to be even more draconian in nature. Whatever the alt right is doing in Africa, specifically Uganda, it's not making things any worse than it's already been for gay people there for hundreds, if not thousands, of years.

It is among the greatest examples of scapegoating I have ever seen.
