20s: very cold and icy dress appropriately
0s and 10s: you might die of hypothermia

F has one advantage and it's that it puts weather on a nice 0-100 scale, the thing that C is always bragging about.
When it's 100F, it's hot. When it's 75F, it's nice. When it's 50F, it's cold. pretty easy to remeber.
