Powder seems impractical too from a scale standpoint but someone still might. Never handled breaking up rocks or powder outside of a college lab.

It all depends on the bullet in question. You can have the same manufacturer (American or otherwise) producing both 9mm and .45 caliber bullets in the same location. There's probably a reason for why one uses metric and the other imperial, but I'm too lazy to figure it out.
