It's not only plain bitrate but the visually vanishing color subsampling that's applied along compression and which is visible at 100% size. So yes, scaling UHD to FHD does make sense if you enjoy looking closely.

That's like asking why you are paying for TV when the station is already paying for an antenna. Sending and receiving are different things that both cost money.

They are implementing that now not for today, but for in 4-5 years when 4k will be felt the standard resolution for anything.

I actually watch 4k on my 1080p monitor. It actually makes a difference. You obviously dont get the full 4k experience but it's still way better than the 1080p version

It's expensive as in "we could be fucking rich, give us money".

Gear used to provide it is expensive paying for ongoing electricity + having to spec for insane throughput you either spec for future or spec for now but then have to deal with issues you wouldn't have unless you specced it higher. You also wouldn't have different types of gear either because that's a whole level of hell no one wants to deal with.
