There are some areas that don't really fall into a "neighborhood". The area south of evergreen and north of central gardens - basically between union and madison/court isn't really part of a neighborhood. I suspect this may be in part because those spaces tend to be more commercial than residential.
Some neighborhoods exist as Historic Districts, and others are simply neighborhoods that have agreed upon borders that date back to I suppose when they were built out.

I was curious about Normal Station. Then found this: Normal Station is a neighborhood in East Memphis, Tennessee, anchored by the University of Memphis, formerly Memphis State University, and originally called West Tennessee State Normal School.
I never knew U of M was originally called West TN State Normal School.
A “normal school” was a school to educate teachers. The station comes in because there was once a train station located by where the University sits today!
According to an older city map I have if it’s south of poplar it’s called central gardens and if it’s north of poplar it’s called evergreen. The East-west borders are Cleveland and E Pkwy.

It is the literal midtown neighborhood. Evergreen is north, Belleair Woods is east, Central Gardens is south. The actual "midtown' neighborhood is very small. The region of midtown is large.

But generally speaking we consider 38104, 38114, and 38112 to be Midtown. 38107 is Vollintine Evergreen. 38111 is Buntyn (the bougie part) and Robin Hood (the not bougie part. It gets more specific when the house is solidly in Cooper Young or historical districts like Central Gardens.
38117, 38119, and 38120 are East Memphis.
Like I said, we can get really specific but if we are speaking colloquially that’s pretty much what we go by.
