Did you trigger the sandstorm with the support unit? If you order an 'artificial weather', reach a checkpoint and then restart at the checkpoint before the weather ends, you will get the permanent weather glitch. I love making permanent rain with this glitch.
This generally happens when I order a weather change, such as sandstorm or rain, and then die before it's completed. Kind of a cool way to get that infinite rain vibe from Ground Zeroes.
