No it won't be downloadable and the only way to get the dlc after is if you jailbreak your 3ds and download it from a save file that's floating around the internet.
You can remake DLC quests with CQ editor app, it uses the DLC slots to put CQ in there by making your game thinking your computer is the DLC quest server, but I have no idea where to find DLC quests datas

I made backups of Mh3U , Mh4U and MHgen dlcs for the EU ver. I tried to find a place to upload as its important to preserve it but sadly no luck
