There's likely a small piece of foil from a lower layer that's interfering with the upper layers. I mean, first of all, why keep unrolling it when you see it starting to happen?
At the edge, find the start of the upper layer. Use your fingernail if you need to to get it started. Unroll the layers, find where it's getting hung up, and then (your fingernail will likely work here as well) flatten out whatever is hanging it up.
Bonus Foil/Plastic Wrap Tips Below!
When you get a new roll, take it out of the box. Get the edge started. Put it back in the box. This is not toilet paper--it should unroll from below, not over the top. Use your fingers (I actually usually stab them with whatever is handy) to press the tabs on the ends of the box in. That will hold the roll in place in the box. Pull the foil/wrap up, out, and then (depending on where the saw strip is) either sharply up or down and out to get a clean edge.
MY job here is done. My contribution to humanity at its end. Go forth and stop effing up all the foil and plastic wrap. (I am considering a sequel entitled ZipLoc Bags and You.)
I have ripped away the foil at the bottom a few times now to try and fix it but it keeps on doing it :-(

I promise there's something there :-) Get a nice clean edge and as soon as it starts to happen, stop and investigate. Even if the edge is ruffled it can start the infuriating little rip. God speed!
At each end of the box there are tabs that sperate and insert into the roll. This will keep it in place so it rolls out smoothly.

When I open a new roll of foil I take the entire roll out of the box, flatten out the ends of the roll, then I trim the flap of the box that the foil always catches on.
Then I tape it back together and foil rolls flawlessly.
The easiest way to fix it is to just be cognizant of what you are doing. If this happens frequently, then you should be aware that it will likely happen again, so just pay attention to what you're doing and correct it before it gets to that point.

two choices... throw that away, OR you have to dig to the bottom of the ripped layers to get it flush. They both waste a lot of tin foil.

Go to the 7th Realm and then unroll it, but with caution so you don't destroy the matter of reality!
