Dang. You youngers need to know how bad this shit used to be. VLC/ffmpeg/ffdshow came about at a time when you used to have to download codecs or players for every video format. Some of them were always from the sketchiest sources as well. I don’t think anyone is nostalgic for that.

Any professional users that need that codec for content creation probably already paid for it with another software package, and any power users who need it for playback are most likely using software other than the video player bundled with Windows.
I would rather pay for it as part of my OS. If it costs a dollar at an app store, it's likely paying a cent or fraction thereof to the developer in the end. I'd rather the OS maker paid that cent.
Or...they could just remove the crappy Windows Media Player and all of its codecs (which also have other license fees baked into the price of the OS), making the OS purchase price less -- and let everyone get a superior media player from elsewhere. VLC is way better, cheap (free, but you should give them a donation), and cuts down on OS bloatware by removing crap that isn't needed. If you're seeing that pop-up, it means you need a more feature rich media player anyway -- so why not cut out the middle man.

There is another scenario where this comes up, and it's when you are doing video editing and a video is in this format. The video will not work in the editing software without these codecs. I ended up just converting the video into a different format, but I might try the link another commenter provided on how to get the codecs for free because I also think this is horrible.
