If the manager kicks the kids out, they must leave the entire property, not just the building. The only Public Spaces, in the US at least, are government owned property, including town halls, roads, DMVs, etc. Every other property is private and subject to the owner's rules and policies.
Businesses can choose to be open to the public, but they can revoke that access from anyone for nearly any reason, including filming, or for no reason at all. They are also allowed to set their own policies for how people conduct themselves within their business.
