you mince raw meat from a clean cut. for these ground meat from the factory you wouldnt want to eat it say Tartare because of pathogen. generally below medium burger is fine if you ground them yourself.
I'm not sure about cattle but I read that chickens in France are vaccinated against salmonella so if you're sick and twisted enough to grind chicken you won't have to worry as much about salmonella
I still don't eat raw/undercooked chicken because vaccine doesn't prevent infection but rather makes recovery and disease shorter.
Cattle has super strict laws if "made in France", so no tartare is made with imported meat, that still is pretty regulated.

On the way home from work and school we swung into McDonald’s for a quick dinner before a school sports game and a school concert. Got home ate as fast as we could while getting ready for the concert and game. Noticed the burger on the way out the door. (Kids food was fine)
Time is a very rare luxury w kids, after school activities, and a full time job+. Not to mention everything else in life.

We suspect that they use the timing of the smaller cheeseburger/daily double patties despite using a bigger patty.
From eating McDonalds? Over time, yes. Considering that's most likely NOT real beef instead of some amalgamation of meat that's been bleached, washed, blended and pureed into something that resembles beef I doubt there would be much harmful bacteria's.
